When Eastern Europe began to open up in the late 1980s, one of the great shocks was the severity of its environmental problems. Journalists reported on skies full of smoke from lignite and soft coal, children kept inside for much of the winter because of unsafe air, and horses that had to be moved away from the worst areas after a few years or they would die. Many of the environmental ills reflected an abysmally low level of technology. Old, polluting factories of the kinds that are dim memories in the United States were the mainstay of socialist industry. Smelly, sluggish automobiles polluted the roads. Energy waste was tremendous. Their own statistics showed that socialist economies were using more than three times as much steel and nearly three times as much energy per unit of output than market economies. One cannot look about in Warsaw or Moscow, Budapest or Zagreb, Krakow or Sarajevo, wrote economist W. W. Rostow in 1991, without knowing that this part of the world is caught up in a technological time warp. Not everyone realized it at the time, but the state of the environment was directly connected to the absence of property rights in the Soviet system. The authorities had refused to allow most resources to be privately owned. Most market exchanges were criminal acts, and entrepreneurship of most kinds was declared to be criminal behavior. Production was centrally planned, with land and other resources owned by the state, not individuals.

Wouldn't you think after 32 years your house might need new tiles on the roof, a fresh coat of paint inside and out, new carpeting or a remodeled bathroom? The nation's Endangered Species Act is that same age, but reactionary environmental groups go ballistic every time a politician suggests their holy grail of protectionism for plants and creatures should be updated as an efficient 21st century policy. Back in 1973, President Richard Nixon signed the Endangered Species Act after Congress had acted on the threat of the extinction of one of America 's wildlife symbols, the bald eagle. Thirty-two years later, the proud bird is back in large numbers. Don't give the Endangered Species Act all the credit; scientists believe most of it should go to the federal ban on the pesticide DDT. "A research team from Purdue University and the University of California, San Diego has found that the Earth's atmosphere may be more effective at cleansing itself of smog and other damaging hydrocarbons than was once thought.

Scientists, including Joseph S. Francisco, have learned that some naturally occurring atmospheric chemicals react with sunlight more effectively than previously thought to produce substances that "scrub" the air of smog. This group of chemicals, after absorbing energy from sunlight, is able to break down smog and other pollutants into far less harmful components."

"Guatemala is the largest and most populous of the Central American countries with a GDP per capita roughly one-half that of Brazil, Argentina, and Chile. ... The distribution of income remains highly unequal, with perhaps 75% of the population below the poverty line."

Honduras, one of the poorest countries in the Western Hemisphere with an extraordinarily unequal distribution of income and massive unemployment, is banking on expanded trade under the U.S.-Central America Free Trade Agreement (CAFTA) and on debt relief under the Heavily Indebted Poor Countries (HIPC) initiative. The country has met most of its macroeconomic targets, and began a three-year IMF Poverty Reduction and Growth Facility (PGRF) program in February 2004. Growth remains dependent on the economy of the US, its largest trading partner, on commodity prices, particularly coffee, and on reduction of the high crime rate.

Nicaragua, one of the hemisphere's poorest countries, faces low per capita income, massive unemployment, and huge external debt. Distribution of income is one of the most unequal on the globe. While the country has made progress toward macroeconomic stability over the past few years, GDP annual growth has been far too low to meet the country's needs. As a result of successful performance under its International Monetary Fund policy program and other efforts, Nicaragua qualified in early 2004 for some $4 billion in foreign debt reduction under the Heavily Indebted Poor Countries (HIPC) initiative. Even after this reduction, however, the government continues to bear a significant foreign and domestic debt burden. If ratified, the US-Central America Free Trade Agreement (CAFTA) will provide an opportunity for Nicaragua to attract investment, create jobs, and deepen economic development.

Chief among the objections offered by NASDA and many other CAFTA critics is the fact that the supposed "free trade" agreement would impose what amounts to unilateral trade disarmament on U.S. agricultural producers. The six foreign nations included in the pact would be granted immediate access to U.S. food markets. However, U.S. producers would have to wait for years, or even decades, in order to be granted reciprocal access.

If, as expected, the FTAA follows the CAFTA model by opening U.S. domestic markets first, with access to foreign markets coming only years later, the results for U.S. farmers would be nothing less than devastating. During the prescribed interval, Guebert observes, "nations like Brazil, Russia and India will become food exporting powerhouses to both the U.S. and the world while American farmers become calendar watchers."

If the point of CAFTA is to promote free exchange of goods and services between producers and consumers, why is the pact designed to offer artificial competitive advantages to foreign food producers? Rather than promoting what could honestly be called free trade, CAFTA amounts to a foreign aid program — using nonreciprocal access to U.S. markets as a roundabout subsidy for agricultural programs in foreign nations.

"I know it's important geopolitically to say to those Central American countries, you've got a friend in America. We said we'd have an agreement with you, and it's important to ratify it. It'll help strengthen the neighborhood."

• Costa Rica — Fairs better than the rest, the wealthiest of these countries. The only Central American country where citizens are not leaving in search of opportunities.
  
• Dominican Republic — 1 out of every 4 live in poverty.

To increase the proportion of women decision makers, planners, technical advisers, managers and extension workers in environment and development fields; To consider developing and issuing by the year 2000 a strategy of changes necessary to eliminate constitutional, legal, administrative, cultural, behavioural, social and economic obstacles to women's full participation in sustainable development and in public life...

To assess, review, revise and implement, where appropriate, curricula and other educational material, with a view to promoting the dissemination to both men and women of gender-relevant knowledge and valuation of women's roles through formal and non-formal education, as well as through training institutions, in collaboration with non-governmental organizations."
